Document Issued to Standardize Fund for Reducing Soil Pollution

Six departments including the Ministry of Finance, the Ministry of Natural Resources, etc. jointly issued Management Methods for Fund to Combat Against Soil Pollution to standardize raising and use of the fund. The document is to integrate capital from many parties, which is helpful to soil pollution control that is currently curbed by shortage of capital.
Fund establishment is recommended in provinces, where soil pollution is serious and conditions permit. Local governments having to borrow money to combat against soil pollution are required to adopt proper ways like issuing bonds.
Fund contributors follow the principle of “benefit sharing, risk sharing”. Investment income and interest belonging to governments are required to be handed over on time to national treasury in accordance with related regulations. Fund contributors bear losses together, and governments take on limited liabilities based on their contribution of capital.
