Shaanxi to Propel Relocation of Hazardous Chemicals Enterprises

Shaanxi Provincial Development and Reform Commission organized related departments to make Evaluation Standards for Chemical Parks Capable of Being New Homes to Hazardous Chemicals Enterprises Required to Relocate. The document and the first group of qualified parks were both released recently.

The document includes four requirements. In detail, chemical parks have to make overall planning and planning EIA (environmental impact assessment), both with approval from competent authorities. In the year of evaluation, there are no EIA reports in suspension of examination, new rectification items and previous rectification items unfinished within time limit. Further, they have to meet standards for safety and health protection distance, between the parks and surrounding environmental sensitive sites (e.g. schools, hospitals and residential areas).

Besides the four requirements, the parks – deemed as qualified to be homes to hazardous chemicals enterprises – have to score over 60, with scoring items including general layout, production safety, environmental protection, infrastructures and development levels.
