Hainan Gradually Bans Use of Disposable Non-degradable Plastic Products

Hainan provincial government recently issued Plan to Ban Production, Sale and Use of Disposable Non-degradable Plastic Products, with the first batch of banned products to be released in December 2019.

Targets are to be gradually achieved. More specifically, local governments are to make related regulations and standards by the end of 2019. Production, sale and use of disposable non-degradable plastic bags and plastic tableware are to be banned by the end of 2020, when a big data platform is to be established to help the provincial government reach the targets set in the plan. Information regarding technical R&D, enterprises, full process tracing, regulation and enforcement, etc. can all be found in the platform. 

Meanwhile, the provincial government is to make standards and plans pertaining to full biodegradable plastic products (e.g. bags, tableware), and encourage related R&D and production. Further, it is to establish full biodegradable plastic product demonstration bases by the end of 2020.
