At the end of 2018, 26 chemical enterprises along the Yangtze River in Hubei were shut down, 56 firms reformed, seven firms relocated and 12 firms switched to other products.

Chemical enterprises that failed to meet safety and environmental conditions or may pollute the environment were required to shut down, move to qualified parks, upgrade or change the line of production, as detailed in a related plan issued in June 2018 by Hubei provincial government for chemical firms along the Yangtze River. In detail, enterprises within one kilometer of the Yangtze River must finish the tasks prior to December 31, 2020 (before December 31, 2025 for firms within one to 15 kilometers).

In addition, the provincial government issued supporting policies regarding seven aspects like finance (arranging a special fund of RMB600 million within three years) and land (firms that construct relocation or transformation projects enjoying the priority to get the permission to use the land).
