Shanghai’s ETS (emissions trading scheme) quota for 2018 totaled 158 million tons, a result achieved based on the city’s 13th five-year targets and requirements on control of carbon emissions, as detailed in recently issued Shanghai Carbon Emissions Quota Allocation Scheme 2018. When confirming the quota, Shanghai Development and Reform Commission followed a principle of controlling carbon emissions quota, increasing energy efficiency and optimizing energy structure.
