Henan Issues New Plan to Reduce Coal Consumption

On December 22, 2018 Henan provincial government issued Plan to Reduce Coal Consumption (2018-2020) to decrease coal consumption by around 15% during 2015-2020.


The plan calls for limiting coal consumption projects and banning in principle new or expansion projects related to coal, steel, electrolytic aluminum, cement, coal chemicals and coking, which are all troubled by excess capacity. Construction of new chemical parks will be prohibited, and new coal consumption projects will be examined and approved more stringently. Coal replacement (i.e. coal consumption arising from the projects less than or equal to the amount reduced through other ways) will apply to all coal consumption projects (new, reconstruction or expansion).


Coking and chemical capacities are to be reduced. Related firms are required to abandon coke oven with the height of carbonization chamber not higher than 4.3 meters and fixed bed intermittent coal gasifier. Further, the ratio between coking capacity and steel capacity is to reach around 0.4 by 2020, according to the plan.
