China to Propel Use of Clean Energy

The National Development and Reform Commission (NDRC) and National Energy Administration recently issued Clean Energy Consumption Plan (2018-2020). In detail, China’s average use rate of wind power is to exceed 88% (trying to exceed 90%), and the wind abandoning rate is to come down below 12% (trying to keep it under 10%), both in 2018. The four data will be 90%, 92%, 10% and 8% in 2019. The average use rate of wind power is planned to reach international advanced level (i.e. around 95%) in 2020, and the wind abandoning rate will be reasonable (i.e. around 5%) at that time.
   At present, the domestic wind power industry is mainly constrained by related systems, and faces difficulties in power grid access and consumption. In the first three quarters of 2018, the nation’s wind abandoning rate was 7.7% and 22.2 billion kWh of wind power was abandoned, resulting in a loss of RMB11.1 billion calculated based on average market price of RMB0.5 per kWh. To establish a long-term mechanism to propel the consumption of clean energy like the wind power, the plan requires:
   * to improve power plant distribution and develop power sources reasonably
   * to make the power market play a role in regulating
   * to establish systems in favor of the use of clean energy
   * to improve power system regulation capability
   * to improve power grid that is a platform to allocate resources
   * to propel reform in modes of power consumption
   * to supplement measures for consumption assessment and supervision
