Proposal: Promoting IGCC Polygeneration Demonstration Unit     

Traditional coal-based power generation discharges carbon dioxide. China may face high pressure of carbon emissions in future. On the other hand, the overwhelming position of coal in China's energy industry is determined by the nation's coal-rich, oil-lacking and gas-lean resource features. Therefore, to popularize the use of clean coal technologies, in particular to apply IGCC (Integrated Gasification Combined Circulation) polygeneration in power and chemical industries shall be included as a focused point in China's energy development strategic framework, according to ASIACHEM.
   Development of IGCC polygeneration is also recognized by industrial experts. They suggested that the state energy administrative agency shall swiftly approve those regulating IGCC projects, to speed up construction of demonstration units based on different processing routes.
   In coal chemical sector, an IGCC demonstration unit was built by Yankuang Mining Group in Tengzhou, Shandong province supported by the government program. The unit started operation in 2005. In petrochemical field, Fujian refining & petrochemical jv project started up a integrated gas-power-chemical co-generation project this November.
  Besides, construction of Tianjin GreenGen, an IGCC demonstrative power station controlled by Huaneng Group, and designed by Xi'an Thermal Power Research Institute, was started in July 2009. Shanxi Lu'an Group laid a foundation for a coal-based synthetic oil-power co-generation project in September 2009. A 1 million t/a indirect CTL and IGCC combined project to be built by Yankuang Group in Yulin, Shaanxi province also has obtained approval on environment impact assessment. Yet another IGCC demonstration unit jointly proposed by China Power Investment Corp and Shenergy Group, located in Caojing, Shanghai, is in the preliminary study stage.
   So far the Chinese government published a series of supportive policies in the wind, solar and nuclear energy exploitation fields. And also the state stably promotes industrial demonstration projects like CTL, CTO, DME, SNG and coal-based MEG. However, no explicit industrial policies have been published favorable to IGCC polygeneration and carbon dioxide capture & sequestration (CCS) constructions up to now.
