Fujian Integrated Refining and Petrochemical JV Complex Started Operation    

The Fujian integrated refining and petrochemical joint venture complex started operation on November 11th, 2009, with the efforts of participators almost seven years.
   The approximately US$4.5 billion complex, located in Quanzhou, southeastern China, tripled the capacity of the existing refinery to 240 000 barrels per day (12 million t/a) to produce transportation fuels and other refined products. In addition, the project added a new petrochemical complex that includes an 800 000 t/a ethylene steam cracker, an 800 000 t/a polyethylene unit, a 400 000 t/a polypropylene unit and a 700 000 t/a paraxylene unit.
   The Fujian integrated refining and ethylene jv project between Fujian Petrochemical Company Limited (50% stake), ExxonMobil China Petroleum and Petrochemical Company Limited (25%) and Saudi Aramco Sino Company Limited (25%), also China's first integrated refining and petrochemical complex with foreign participation, will help meet the region's growing need for fuels and chemical products. Fujian Petrochemical Company Limited is owned by China Petroleum and Chemical Corporation (Sinopec Corp.) for 50% stake and the Fujian Provincial Government for the remaining.
   The complex also features a state-of-the-art 250 megawatt cogeneration facility, which will meet the majority of the site's power needs. Cogeneration is the simultaneous production of electricity and useful heat or steam from waste energy, resulting in lower operating costs and significantly reduced greenhouse gas emissions.
   Furthermore, the jv complex is fully integrated with the Fujian Fuels Marketing Joint Venture, formally registered as Sinopec SenMei (Fujian) Petroleum Company Limited, owned by Sinopec Corp. (55%), ExxonMobil China Petroleum and Petrochemical Company Limited (22.5%) and Saudi Aramco Sino Company Limited (22.5%). The jv manages and operates approximately 750 service stations and a network of terminals in Fujian province. (CCR2007 No. 7)
   The integration between refining, chemicals and fuels marketing operations provides significant synergies and helps protect overall profitability.
   Construction on the Fujian integrated refining and ethylene complex was started in July 8th, 2005, following the approval by China's former top planner - the State Development Planning Commission in October 2002. (CCR2003 No.35, 2005 No. 21)
