Reading New Policy in Control Overcapacity    

To response to the central governmental strategy of control overcapacity in some industries, the Ministries of Land and Resources recently transferred its command that the local governments shall control strictly uses of land for new projects. The new projects that do not meet the requirements in the recently approved proposal   (CCR 2009 No.29, page 4) will find no land to launch.
   Recently, a senior official of the State Council of China pointed out that this proposal does not prohibit the development of new energies. China's capacities of wind power and polysilicon, in overall, are far from over supply. Some key parts in these industrial chains can not match each other. In fact, China will undoubtedly accelerate development of new energies, which is one of the most important measures China used to address global climate change. The central government just wants to stop constructing new polysilicon projects that are planned in regions where the energy is short of supply or that can not reach the environmental protection requirements or are not matched with necessary facilities.
