China to Do Its Best for Global Climate Protection      

On August 24th, 2009 Xie Zhenhua, Vice Minister of the National Development and Reform Commission (NDRC), delivered a report on the work of addressing climate change on behalf of the State Council.
   He says that China has formulated and implemented a national program for coping with climate change, adopted a series of policies and measures in this regard. According to the program, by 2010, China shall lower its energy consumption per unit of GDP by about 20% over the figures of 2005. Up to late July 2009, China's 31 provinces, autonomous regions and municipalities have worked out local plans for tackling climate change, and many are in implementation stage.
   He points out that China will implement compulsory assessment on the carbon discharge amount of enterprises, study mechanism system for controlling discharge of greenhouse gas, and run carbon trade in particular regions or industries.
   Also, China will continue to expand channels for international cooperation on climate change, to accelerate capital, technology and talent imports as well as effective digestion and absorption of foreign advanced low-carbon technologies for improving China's greenhouse gas reductions and developing low-carbon economy.
   Xie Zhenhua also said China is to increase its efforts to take an active part in the related international cooperation and exchanges, so as to expand dialogue and exchanges, increase the mutual trust, reduce suspicions and carry out substantial cooperation.
   China is vowing its utmost sincerity in pushing for the success of climate talks which will be held in December 2009 in Copenhagen, Denmark and focus on setting the next targets of pollution reduction after the Kyoto Protocol expires in 2012.
