Shanghai to Implement Blacklist in Pharmaceutical, Catering and Cosmetic Industries    

Shanghai plans to formally implement blacklist within the pharmaceutical, catering and cosmetic industries since September 2009. Once serious accidents severely challenging food and drug safety happens, those responsible persons concerned will be expelled from their respective industries.
    A responsible officer of the Shanghai Food and Drug Administration said on July 28th that the aim of blacklist was to advocate "Operation with Trust & Credit" ethos in these three industries, and those enterprises and responsible persons listed in the blacklist will be recorded into the enterprises and individual credit system.
   Compared with the laws and regulations currently available, this blacklist system offers more specific punitive measures in foodservice and pharmaceutical industries. And in particular, those directly responsible chief officers and other responsible persons from the enterprises that involve in production and sales of counterfeit and substandard drugs in serious cases, will not only be prohibited from engaging in drug production and operation within 10 years, but also be prohibited from acquiring registration eligibility for certified apothecary within 10 years.
   In addition, enterprises that make false in drug declaration will also be prohibited from entering their respective industries.
