Liaoyang Petrochemical Commences Construction of 10 MLN T/A Refinery   

On July 9th, PetroChina Liaoyang Petrochemical Co., Ltd. started construction of its 10 million t/a refinery solely for processing crude oil sourcing from Russia.
   This refinery construction follows a long-term oil trade agreement between China and Russia signed February 2009, under which Russia will supply 15 million tons of crude oil per year to China from 2011 to 2030.
   Liaoyang Petrochemical's new refining complex includes a 1 million t/a hydrocracking unit, a 2 million t/a hydrofining unit, and a 30 000 t/a desulfurization and sulfur recovery unit, as well as new storage tanks, a recycled water plant, a substation and other supporting facilities. All projects are scheduled to be completed by the end of 2010.
   The startup of the refinery will bring Liaoyang Petrochemical to have capability of manufacturing Beijing - standard diesel, naphtha and additional petrochemicals.
