Jiangsu Starts Emission Permit Trade    

Recently the Jiangsu provincial environmental administration officially announced a regulation on Compensated Use of Emission Permit for Main Pollutants in the Region surrounding the Taihu Lake, rounding up a trade system for the industrial enterprises to buy the emission permit. Jiangsu will be China's first province to start emission permit trade.  
   On schedule, Jiangsu's environmental protection administrations will inform the trade price of permit and trading process before March 15th. The enterprises to emit pollutants must in advance buy the emission permit amount for 2009 and 2010 before the end of March. The concentrate of pollutants emitted by enterprises that get the permit must reach the related governmental standards while the emission amount is also required to meet the strictest standards.   
   The pollutants emission enterprises should control the concentrate and flow upon the requirement of the sewage treatment plant who receives the emissions. The enterprises that are ordered to idle production for reducing pollution have no right to buy the emission permit before they are allowed to recover production. The enterprises that went into bankruptcy or got closed must not apply for buying the emission permit quotation.  
   According to report of the Jiangsu provincial environmental protection bureau, the prices of COD emission have three levels, RMB4 500 per ton for all enterprises passed the environmental protection approval after November 20th, 2008; RMB2 250 per ton for the industrial enterprises that annually emits more than 10 tons of COD and passed the environmental protection approval before November 20th, 2008; RMB1 300 per ton for the enterprises that annually emits less than 10 tons of COD.
