Readjustment to Import and Export Tariffs     

With the approval of the State Council, China makes further readjustment to import and export tariffs starting from January 1st, 2008. Items mainly include the most favored nation tariff, the provisional tariff, the conventional tariff and the preferential tariff.
   In terms of the most favored national tariff, China continues to perform the commitment of tariff concession made upon the WTO accession and further reduce the import tariff on 45 commodities including terephthalic acid. China continues to exercise tariff quota management to 7 agricultural products and 3 chemical fertilizers including urea, compound fertilizers and DAP (diammonia phosphate). The tariff rate for urea, compound fertilizers and DAP within quota will be 1%. Upon the readjustment, the overall average tariff rate will be 9.8% in 2008.
   China implements provisional tariff to the import of more than 600 commodities. They mainly include resource and energy products such as coal, building stones and fuel oils and important raw materials such as polycrystalline silicon.
   China continues to implement alternative tariff to the import of natural rubber.
   To further restrict the export of products with high energy consumption and high pollution, China continues to impose export tariff on coal, crude oil and metallic ore sands in the form of provisional tariff and starts to impose or increase export tariff on products with high energy consumption in production and high impact on environment such as wood pulp, coke, ferrous alloys and some steel profiles.
   Besides, China will continue to impose seasonal tariff on some chemical fertilizers such as urea and DAP.
   The total number of import and export tariff headings in China increases from 7 646 in 2007 to 7 758 in 2008.
