The second clause provides for stricter checks in the approval process for licenses for dangerous chemicals production and operation. For a company that is applying for the first time for a license to produce dangerous chemicals or a license to do trade in dangerous chemicals, along with storage facilities, the licensing authority must organize professionals to carry out spot checks and then issue license only to qualified applicants. If a chemical company whose production facilities are involved in nitration, oxidation, sulfonation, chlorination, fluorination, diazotization and other dangerous technological processes applies to renew their license, the license can be renewed only after automatic controls have already been implemented in those dangerous facilities. Local safety supervision offices are required to guide and push the renovation of the facilities involved in dangerous processes. Automatic control renovation must be completed before the end of 2010, otherwise the license will not be issued or renewed. The working qualification of workforce in the production of dangerous chemicals must be normally regulated. The allowance threshold must be lifted. From 2009, if the workers in a company have not reached the allowed threshold, the company will not be permitted to operate.  
   The third clause specifies that the approval of newly planned projects will be controlled more strictly. Newly planned projects that have not passed the safety check by the safety supervision departments will not be approved by the investment administrative departments.
   Related administrative departments shall cautiously check and approve newly planned projects concerning heavy toxic chemicals, chemicals prone to burn or explode, synthetic ammonia, and other dangerous processes, and shall strictly control the construction of projects involved in phosgene. A new chemical production facility must be matched with DCS. A large scale or highly dangerous chemical facility must be designed and installed with an urgent shutdown system.
    The fourth clause covers producers of dangerous chemicals; those that have outdated technology, inadequate or damaged equipment or facilities; and those that cannot meet the conditions of safety work. These shall be shut down by the local government and safety supervision and administrative departments.   
   The fifth clause assigns the responsibility of safety work to the key managers of firms that engage in dangerous chemicals.
   The sixth clause specifies that when a chemical project get designed, constructed, operated, the safety and protecting facilities must be designed, constructed and operated simultaneously with the bulk facilities.
   The seventh clause requires that safety work standards be executed entirely.
   The eighth clause that regulations be set up for regularly checking and remedying potential risks. The  companies shall check themselves seasonally, or according to their own character.  
   The ninth clause asserts that the registration regulation for dangerous chemicals must really be followed. The firms that produce, or store or use dangerous chemicals must submit the necessary registration information to the registration administrators. Producers must supply users with related safety labelling and safety technology manual.
   The tenth clause requires firms to improve their abilities to deal an emergency promptly.  
   The eleventh clause requires key firms to report regularly their safety work situation to their managing departments and must promptly report accidents causing death or injury.
   The other eighteen clauses cover the training requirements, the minimum investment on safety work, improving safety technology at firms, controlling key potential risk sources, actively upgrading safety work technology, strengthening checks on overland transportation of dangerous chemicals, strictly managing the trade of dangerous chemicals and other managing measures.
