Sinopec Group to Expand Refining Business in Shanghai      

China Petrochemical Corporation (Sinopec Group) plans to expand its refining business at Shanghai Chemical Industry Park (SCIP), eastern China. A strategically cooperative agreement was signed between Sinopec Group and the Shanghai municipal government on October 11th.
   Under the agreement, both sides will make efforts to build a 12 million t/a refinery at SCIP.
   The agreement also involves an ethylene relocation expansion of Sinopec Shanghai Petrochemical Co., Ltd, which is located at Jinshan District of Shanghai and has gotten the approval by the National Development and Reform Commission (NDRC) this July. The 150 000 t/a ethylene facility is planned to expand to 600 000 t/a. (CCR2008 No. 21)
   Both sides hope the combination of the proposed refinery and the ethylene expansion conglomerate to offer naphtha to Shanghai Secco and meet the demand for oil products in the Shanghai market.
   Sinopec has currently two refineries in Shanghai - Sinopec Shanghai Petrochemical Co., Ltd. and Sinopec Gaoqiao Petrochemical Co., Ltd. (at Pudong) with 2007 refining capacity 8.9 million tons and 11.3 million tons.
   The planning refinery at SCIP is subject to approval by NDRC.
