WSC Promulgates Guiding Proposal on Dangerous Chemicals Production   

The Work Safety Committee (WSC) under the State Council, the most authorized administration department on work safety in China, promulgated on September 14th a guiding proposal about safe production of dangerous chemicals. The proposal covering 29 clauses, aims to reduce accidents involving in dangerous chemicals.
   The first clause requires the local governments above county level to reasonably schedule and manage the safe distribution of chemical industry in accordance with principle of industrial production in crowds and saving land, give a defined border for chemical industrial park or chemical in crowds zone and complete safeguard facilities and matched public utilities involved in water, power, gas, wind and sewage treatment. The special zone for the production and storage of dangerous chemicals must be settled before the end of 2009, along with a completed development plan for the local chemical industry. From 2010, any new projects involving in the production and storage of dangerous chemicals must be constructed in the legally planned special zone. Imbalance measures on financial support, tax rate, water cost and power price may be executed in order to guide the chemical firms to improve their product portfolio, upgrade technologies, and make innovation.
