MEP Criticizes Enterprises Violating Environmental Protection Laws
    In early August the Ministry of Environmental Protection (MEP) made an announcement criticizing a group of enterprises with environmental protection problems and requesting local governments to supervise them severely and urge them to solve the problems.
    Nanping Rongchang Chemical Co., Ltd. in Fujian province, a chlor-alkali producer with an annual revenue of RMB300 million, was ordered to improve the calcium carbide slag treatment project and standardize the on-line monitoring system so as to remove hidden dangers to environmental safety. Otherwise, the enterprise will be forced to suspend production for rectification.
   MEP requested the Zhejiang provincial government to further examine Zhejiang Jiacheng Chemical Co., Ltd. and Zhejiang Huidelong Chemical Co., Ltd.  Zhejiang Jiacheng Chemical Co., Ltd., majoring in manufacturing sodium hydrosulfite, hydrogen peroxide and sodium formate, had failed to gain government approval when they changed their method of treating waste solution. Another sodium hydrosulfite producer - Zhejiang Huidelong Chemical Co., Ltd. suffered a fire on February 25th this year and did not resume production till August 15th. The local government will shut down these firms if they are still violating environmental protection laws.
     Zhejiang Sanmen Xie's Chemical Industrial Co., Ltd. who manufactures organic fluorine compounds was given a deadline to solve problems in its treatment of sewage, treatment of reactor chemical scraps and storage of polychlorinated diphenyls in order to avoid secondary pollution.
   The Houji Town bio-diesel project in Caoxian of Heze, Shandong province was constructed and came on stream on the site of the former Yonggao Fine Chemical Co., Ltd. without the examination and approval of environmental protection departments. The project was ordered to stop operation and production must not be resumed without the approval of environmental protection departments.
     CNPC Qianguo Refinery in Jilin province delivered out of the production site 75 barrels of hazardous spent liquids that are generated in the tetrahydrofuran production and not treated according to the code for the administration of hazardous wastes. The refinery stopped operation of the press filter in the unit for the dehydration of hazardous oil mud without submitting any application beforehand. CNPC Qianguo Refinery is therefore ordered to rectify these acts in violation of environmental protection laws and will receive administrative penalties.
     The Heilongjiang provincial government was requested to shut down Jiefeng Papermaking Co., Ltd. and further examine Tangyuan Paper Mill and Mudanjiang High-Tech Bio-chem Co., Ltd., a firm manufacturing starch and glucose . If violations of environmental protection laws are discovered, these two enterprises would have to suspend production or shut down.
