Work Safety Committee Focuses on Chemical Makers     

Due to the explosion happened on August 26th in the organic chemical workshop of Guangxi Vinylon Group Company Limited in Hechi of Guangxi, the Work Safety Committee (WSC) under the State Council announced urgently on September 5th to start a strict check on all chemical makers in the period of September 10th to December 10th. WSC issued on the same day an order that asks relative governmental departments to strengthen the work safety supervision on chemical makers. The leaders of the State Council commanded that the industrial allowance standard, the safety standard, the environmental protection standard and the certification of staffs for small and medium chemical makers must be formulated at once and executed actually in order to guarantee the chemical production safe.
    The accident that happened just after the closure of the Beijing Olympic Games caused 20 deaths. As a chemical factory with high risk, the company is judged too close to the citizens, which led to a temporal off-home for 11 500 citizens. The local government and rescuing teams are trying their best to reduce the explosion's impact on the environment.  
    WSC requires chemical makers to improve the safety supervision and management on the tanks farm and other area with dangerous sources. The work safety administration departments locally shall supervise and promote chemical makers to actively renovate their technologies and renew equipment on time. The chemical makers must strictly abide by the Work Safety Law and the Safety License on the Construction of Dangerous Chemical Project when renovating technology and renewing equipment. Any renovation or equipment renewal must be approved by authoritative organizations and contracted by certificated companies. The local work safety administration departments shall promote and help the chemical firms find out the potential or possible risk.
    Elimination of outdated and backward chemical makers was normally mentioned again in the new order.  The requirements on the automatic level of chemical devices involving heavy toxic chemicals, combustible and explosive chemicals, dangerous gases chemicals, using dangerous process must be stricter. Through eliminating small chemical makers who consume energy heavily, or produce high pollutants, or have not owned the conditions to operate safely or do not meet with the current policies, the work safety situation can be improved constantly.
