Six Measures for Accelerating Industrial Production Restoration in Earthquake-Affected Areas

On June 5th the Ministry of Information Industry issued a circular concerning the industrial production restoration in the May-12 earthquake-affected areas. According to the preliminary survey to the affected areas in Sichuan province, the enterprises affected by the earthquake that have already restored production or can restore production within one month account for around 51% and that can restore production within one to three months account for around 25%.
   According to statistics released as of June 4th, the number of industrial enterprises affected by the earthquake was 20 766, caused an economic loss of RMB201.1 billion in Sichuan province, the economic loss in affected industrial and mining enterprises was RMB1.626 billion in Shaanxi province and the economic loss in affected industrial and mining enterprises was RMB2.0 billion in Gansu province.
   Minister of information industry Li Yizhong requests the adoption of following six measures to accelerate the pace of industrial production restoration.
    (1) Conduct classified guidance and organization in production restoration:
The central government will help local governments to organize technical forces, guide major enterprises to accelerate assessment on factory buildings and equipment and formulate production restoration schemes. Factories that need to be reconstructed or relocated should be included in after-disaster reconstruction plans.
    (2) Lose no time to restore production in basic production enterprises:
More efforts should be made in the dispatching of power, coal, oil products and natural gas. Repair of power enterprises should be accelerated. Priority should be given to the production restoration in power generation, gas supply, water supply and coal mine enterprises in order to create conditions for the restoration of other industrial sectors.
    (3) Lay focus on the displacement of affected people, sanitation and epidemic prevention, summer harvest and summer sowing and after-disaster reconstruction:
Enterprises of awnings, mobile houses, food processing, disinfectants, chemical fertilizers, pesticides, agricultural machinery and construction materials should be quickly organized for production restoration.
    (4) Give major support to production restoration in large key enterprises:
Special production restoration schemes should be formulated in major key enterprises. Non-affected enterprises should be designated to offer assistance and coordination.
    (5) Make greater efforts to support small and medium enterprises:
Priority should be given to the production restoration in small and medium enterprises that are technology intensive, labor intensive and matched to large enterprises. Enterprises with serious resource waste and environmental pollution should be eliminated or forced to shift to other product lines.
    (6) Accelerate the restoration of industrial parks and promote the concentration of industrial sectors:
Some industrial parks in affected areas with resource advantage and environment-bearing capacity should be selected. Economically advanced areas and enterprises in the eastern China should be guided to conduct targeted assistance and industrial transfer and participate in restoration and reconstruction through alliance, merging, reformation and equity holding in the selected parks.
