China implements the licensing system to the import and export of precursors and chemicals used in production of narcotic drugs and psychotropic substances. Those who import or export precursors and chemicals used in production of narcotic drugs and psychotropic substances in any form should apply for and get licenses. The Ministry of Commerce undertakes the national import and export administration of precursors and chemicals used in production of narcotic drugs and psychotropic substances. Other departments of the State Council undertake the administration within their respective functions and powers. Competent departments of commerce in various provinces, autonomous regions, municipalities directly under the Central Government and cities with independent planning undertake the administration of precursors and chemicals used in production of narcotic drugs and psychotropic substances in their administrative regions. They also undertake the preliminary examination to the import and export of precursors and chemicals used in production of narcotic drugs and psychotropic substances in their administrative regions and the import and export licensing of partial precursors and chemicals used in production of narcotic drugs and psychotropic substances as entrusted by the Ministry of Commerce. Competent departments of commerce at and above the county level undertake the import and export supervision and examination of precursors and chemicals used in production of narcotic drugs and psychotropic substances in their administrative regions.
