3. Administration of precursors and chemicals used in production of narcotic drugs and psychotropic substances

Local governments at and above the county level should strengthen leadership and conduct timely coordination and find solution to problems in the administration of precursors and chemicals used in production of narcotic drugs and psychotropic substances.
    Precursors and chemicals used in production of narcotic drugs and psychotropic substances have a dual nature. They can be extensively used in agricultural production and have their legal applications. They can also be used in production of narcotic drugs and psychotropic substances. They therefore have considerable disguise. The imports and exports administration of precursors and chemicals used in production of narcotic drugs and psychotropic substances is exercised by the Ministry of Commerce in accordance with the "Provisions for the Import and Export Administration of Precursors and Chemicals Used in Production of Narcotic Drugs and Psychotropic Substances" (No. 7 Decree, 2006 issued by the Ministry of Commerce of the People's Republic of China on September 21st, 2006). The duty for the examination of licensing the production and trading of non-drug precursors and chemicals used in production of narcotic drugs and psychotropic substances is shifted from departments of public security to departments of work safety supervision and administration. The State Work Safety Supervision and Administration Bureau issued the "Measures for Licensing the Production and Trading of Non-Drug Precursors and Chemicals Used in Production of Narcotic Drugs and Psychotropic Substances" on April 5th, 2006 (No. 5 Decree, 2006). Those who purchase precursors and chemicals used in production of narcotic drugs and psychotropic substances should get purchase licenses from departments of public security.

3.1 Import and export licensing of precursors and chemicals used in production of narcotic drugs and psychotropic substances
It is stipulated in the "Provisions for the Import and Export Administration of Precursors and Chemicals Used in Production of Narcotic Drugs and Psychotropic Substances" (No. 7 Decree, 2006 issued by the Ministry of Commerce on September 21st, 2006) that to strengthen the administration of precursors and chemicals used in production of narcotic drugs and psychotropic substances, prevent their coming through illegal channels, the "Provisions" is formulated in accordance with relevant laws and regulations such as the "Law of the People's Republic of China on Foreign Trade" and the "Regulations for the Administration of Precursors and Chemicals Used in Production of Narcotic Drugs and Psychotropic Substances". Precursors and chemicals used in production of narcotic drugs and psychotropic substances in this "Provisions" refer to major raw materials and chemical formulations listed in the table attached to the "Regulations for the Administration of Precursors and Chemicals Used in Production of Narcotic Drugs and Psychotropic Substances".(to be continued)
