China Strengthens Further Environmental Protection      

The "Eleventh Five-year Program for the Environmental Supervision Capacity" formulated by the Ministry of Environmental Protection has recently got the approval by the National Development and Reform Commission and the Ministry of Finance. The Program aims to establish an advanced environmental monitoring system and a complete environmental law enforcement supervision system to ensure the attainment of the environmental protection targets during the Eleventh Five-year program period (2006-2010). According to the Program, China will invest RMB14.959 billion in 50 major projects for building the environmental supervision system by 2010. Of the total investment, the input by the central budget will be RMB7.847 billion.
   According to officials from the Ministry of Environmental Protection, China has set several tasks for the building of the environmental supervision system during the Eleventh Five-year program period, including environment quality monitoring networks, polluting sources supervisory monitoring, emergency monitoring, monitoring and supervision for nuclear and radiation environments, standardization of environmental supervision agencies, automatic monitoring and control for major polluting sources, supervision for solid wastes, protection of natural protected zones, infrastructure of state-class environmental protection agencies, major research platforms, construction of communication and education agencies, environmental information and statistics.
   With the Program, China will advance the environmental supervision ability and strongly support the attainment of emission reduction targets by 2010.
