3. Administration of precursors and chemicals used in production of narcotic drugs and psychotropic substances

To perform the commitments stipulated in the "United Nations Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances", strengthen the administration of precursors and chemicals used in production of narcotic drugs and psychotropic substances, standardize the production, trading, purchase, transportation, import and export of precursors and chemicals used in production of narcotic drugs and psychotropic substances and safeguard the economic and social order, the State Council of China issued the "Regulations for the Administration of Precursors and Chemicals Used in Production of Narcotic Drugs and Psychotropic Substances" on August 26th, 2005.
    The Chinese Government implements classified administration and licensing system to the production, trading, purchase, transportation, import and export of precursors and chemicals used in production of narcotic drugs and psychotropic substances.
   Precursors and chemicals used in production of narcotic drugs and psychotropic substances are classified into 3 categories. The first category includes major raw materials used in production of narcotic drugs and psychotropic substances. The second and the third categories include chemical formulations used in production of narcotic drugs and psychotropic substances. For any readjustment to the classification and the variety of precursors and chemicals used in production of narcotic drugs and psychotropic substances, departments of public security should propose a scheme in collaboration with departments of food and drug supervision and administration, departments of work safety supervision and administration, competent departments of commerce, competent departments of health and the General Administration of Customs and submit the scheme to the State Council for approval.
  Departments of public security, departments of food and drug supervision and administration, departments of work safety supervision and administration, competent departments of commerce, competent departments of health, the General Administration of Customs, competent departments of pricing, competent departments of railway, competent departments of communication, departments of industrial and commercial administration and competent departments of environmental protection undertake the national administration of precursors and chemicals used in production of narcotic drugs and psychotropic substances within their respective functions and powers. Competent administrative departments of local governments at and above the county level undertake the administration of precursors and chemicals used in production of narcotic drugs and psychotropic substances in their administrative regions within their respective functions and powers.
