2.5.1 Purpose and scope of the registration for hazardous chemicals

Purpose of the registration: establish a dynamic administration database of hazardous chemicals and enable government departments at various levels to fully understand the conditions in the production, use and storage of hazardous chemicals in areas of their jurisdiction; establish a basic administration system of hazardous chemicals (identification and classification system - establish a chemical hazard evaluation mechanism, a safety data sheet and safety tag system and an emergency response system - urge enterprises to form the concept of chemical lifetime service); establish a basic central database of hazardous chemicals for emergency rescue in production safety accidents to offer information and technical support to emergency rescue in chemical accidents.
    Scope of the registration: chemicals included in the "Directory of Hazardous Chemicals" and the "Directory of Chemicals with Acute Toxicity" and chemicals defined as hazardous chemicals according to the classification of hazardous chemicals.
   Scope of enterprises needing to make registration: players that engage in the production and storage of hazardous chemicals and players whose amounts of chemicals with acute toxicity and other hazardous chemicals used constitute major hazard sources. Enterprises refer to players whose final products or intermediate products are hazardous chemicals. Organizations that use chemicals with acute toxicity such as research institutes, schools and hospitals should make registration according to the way for players using chemicals with acute toxicity.

2.5.2 Organizations in charge of the registration

Organizations in charge of the registration include the Chemical Registration Center of the State Administration of Work Safety and hazardous chemicals registration offices of local safety supervision bureaus. The registration itself has no charges, but if you want to use consulting telephones of the State Emergency Center to ask for matters concerning MSDS (material safety data sheet) an agreement on paid services has to be signed.
