Enterprises with Environment Destruction Can not Be Listed      

Xie Zhenhua, Deputy Director of the National Development and Reform Commission, has recently said that enterprises with environmental destruction behaviors can not be listed in domestic stock market.
   The Ministry of Environmental Protection will first of all examine the environmental behaviors of listed enterprises. Listed enterprises should shoulder the responsibility to environmental protection. It is not possible for enterprises that do not comply with laws and regulations of the state and implement pollutant emission standards of the state to get listed in the stock market. The implementation of such measures, plus the implementation of the energy conservation law and the energy conservation evaluation system, can basically ensure that listed enterprises conform to the requirements of the state on environmental protection and energy conservation.
   Xie Zhenhua points out that the improvement of various economic policies favorable to energy conservation and pollutant reduction will become one of the important measures for energy conservation and pollutant reduction in 2008. Energy conservation, pollutant reduction and cyclic economy can not be achieved through administrative means alone. Economic policies are more important.
   Relevant government departments will conduct reform to the price of resources products and the charges for environmental protection in 2008. The policy for differential power prices will be further improved and the financial support to the renovation of energy-saving technologies, the dissemination of energy-saving and environmental friendly products and the elimination of outdated capacities will be intensified. Pilot trading of the pollutant emission right in the Taihu Lake reaches will be made and reform to the system for the charged use of mineral resources will be conducted.
   At the end of 2007, the Ministry of Environmental Protection issued a series of financial policies concerning green credits, green insurances and green securities. According to statistics, the Ministry of Environmental Protection vetoed or postponed the listing and refinancing applications submitted by 10 enterprises with a total capital of RMB8.4 billion in 2007.
