2.3 Examination and approval   

Unified planning, rational distribution and strict control are exercised by the state to the production and storage of hazardous chemicals. The examination and approval system is also implemented to the production and storage of hazardous chemicals. Enterprises, organizations and individuals are not allowed to make the production and storage of hazardous chemicals without examination and approval.
   In formulating overall planning, local governments should designate appropriate areas especially for the production and storage of hazardous chemicals on the principle of safety assurance according to the actual needs in local economic development.
   Production enterprises of hazardous chemicals established by the law must submit applications for getting the production license of hazardous chemicals to quality inspection departments of the State Council. Enterprises without the production license of hazardous chemicals are not allowed to make the production. Applications for the safe production license must be submitted to safety supervision departments.
   Enterprises, organizations and individuals are not allowed to make the production, operation and use of hazardous chemicals forbidden by the state.
   China implements the qualification verification system to the transportation of hazardous chemicals. Transportation of hazardous chemicals should not be made without qualification verification.
   Conditions that enterprises doing the transportation of hazardous chemicals must acquire are determined by the communication departments of State Council.
   Navigation channels such as inland rivers and other closed water areas are not allowed to be used for the transportation of chemicals with acute toxicity and other hazardous chemicals whose transportation is forbidden by the communication departments of the State Council.
   Chemicals with acute toxicity are not allowed to be used to produce rodenticides or other chemical products that may get into people's daily life.
   China implements the license system to the operation and sales of hazardous chemicals. Enterprises, organizations and individuals are not allowed to conduct the operation and sales of hazardous chemicals without approval. (to be continued)
