Wuhan Optics Valley United Property Rights Exchange (WOVUPRE) will likely include the pollutant emission right in its business deals. Once the "Methods for the Trading of the Emission Right of Major Pollutants in Hubei province" (for trial implementation) is approved, the trading of the pollutant emission right will be unfolded in the whole of Hubei province.
   WOVUPRE has already completed the construction of facilities for the emission right trading of major pollutants (sulfur dioxide and chemical oxygen demand (COD)).
   According to Gong Bo, Assistant Director of WOVUPRE, Hubei Environmental Protection Administration will fix a guiding price for the sulfur dioxide emission right on the basis of evaluation results and enterprises can then start trading. In this way the illegal transfer of the pollutant emission right can be avoided, the pollutant emission cost can be increase and the enterprises' pollutant emission can be reduced.
   Experts point out that with the trading of the pollutant emission right the task of pollution control is handed over to enterprises. Enterprises get the environmental utilization right and can choose pollutant emission methods fit for their development.
   Deals done in WOVUPRE can make the trading of the pollutant emission right between enterprises known to the public and can also better reflect the cost of the pollutant emission and the value of the pollutant emission right.
