SEPA Establishes New Environmental Economy Policy System      

Relevant departments of the State Environmental Protection Administration (SEPA) have recently held a seminar on the formulation of environmental economy policies. According to a senior official from SEPA, the environmental economy policy is a system backing to the concept of scientific development. With the rapid economic growth in China, suppressing the growth of heavily-polluting enterprises through economic means is an inevitable requirement in the macro control of the state and also a focus in environmental protection work.
   In terms of green credits, industry associations can help environmental protection departments formulate specific directories of projects and processes for encouragement, restriction and elimination and provide them to financing institutions as the basis for credit issuance. In terms of environmental pollution insurance, industry associations can help environmental protection departments determine major sectors and enterprises for insurance pilot projects and increase the ability of withstanding environmental risks. In terms of heavily-polluting enterprise closedown mechanism, industry associations can help environmental protection departments make specific analysis to the features of heavily-polluting enterprises in various sectors and propose withdrawal schemes and proposals. Directories of products and processes include directories of products with high pollution and high environmental risks for restriction and elimination used as reference for economic policies such as export control and also include directories of clean processes and products for encouragement used in tax favorable policies such as enterprise income tax and value-added tax.
