Dushanzi: Explosion on a Crude Oil Tank

On October 28th, 2006, an explosion happened at the top of a 100
000 m3 crude oil tank, a project under construction of CNPC
Dushanzi Petrochemical Company Ltd. in Dushanzi, Xinjiang. The
project is undertaken by Anhui Anticorrosion Engineering
General Corporation. Due to the explosion of the organic
volatile matter in the paint during the anticorrosion operation,
the accident caused 12 deaths and 6 injuries.

Yanquan: Hydrogen Chloride Leakage

On the early morning of October 23rd, 2006, hydrogen chloride
leakage happened at the hydrogen chloride section in
Chlor-Alkali Chemical Co., Ltd. of Yangquan Coal Industry (Group)
Co., Ltd. located in Pingding county of Yangquan, Shanxi
province. One hundred and twenty residents got seriously
poisoned and were sent for medical treatment. According to the
preliminary investigation by the local departments, hydrogen
pressure fluctuated by a small margin on the early morning of
October 23rd in the company but the operation system was
transformed in the controlling room of the PVC workshop without
removing the trouble, resulting the acid fog released outside
from the tail-gas absorption tower.
   It is released that Chlor-Alkali Chemical Co., Ltd. of
Yangquan Coal Industry (Group) Co., Ltd. is a company engaging
in the chlor-alkali chemical production.

Nantong: Explosion in Dasheng Chemicals Co., Ltd.

On October 18th, 2006, an explosion suddenly broke out at the
distillation section in the peroxide workshop in Nantong Dasheng
Chemicals Co., Ltd. in Yangkou Chemical Industry Park located
in Rudong county of Nantong, Jiangsu province. The accident
caused 1 death and 4 injuries.
  A site leader from the company said Nantong Dasheng Chemicals
Co., Ltd. that moved from Wenzhou of Zhejiang province is still
in the trial production phase. On the morning of that day a worker
put potassium peroxide into the reaction oven, but the whole
reaction did not finish on time. When the worker inspected the
oven, the explosion suddenly happened.
   With a total investment of RMB15 million, Nantong Dasheng
Chemicals Co., Ltd. completed in July 2006 and recently passed
relevant appraisal. The company engages in various organic
peroxides for curing unsaturated polyester resin under
atmospheric and medium/high temperature, including MEKP (methyl
ethyl ketone peroxide), TBPB(tert-butyl peroxy benzoate), etc.

Panjin: Sulfur Dioxide Leakage in Huajin Chemical

On October 23rd, 2006, sulfur dioxide leakage happened on the
ethylene tower in the ethylene corporation of Liaoning Huajin
Chemical Industry Group Co., Ltd. (Huajin Chemical) located in
Panjin, Liaoning province. The accident caused 1 death and 4
injuries. Huajin Chemical mainly manufactures fertilizer and
synthesis resin.
