Shanghai Chemical Industry Park (SCIP), located in the north coast of Hangzhou Bay, south of Shanghai in eastern China, is one of the largest industrial investment projects in China during the 10th Five-year Plan period (2001-2005) and the first industrial zone specialized in the petrochemical industry in China. It covers an area of 29.4 km2 with its key investment projects focus on petrochemical, natural gas chemical, fine chemical, new synthetic material and deep-processing products. In the future, SCIP will connect with the existing SPC (Shanghai Petrochemical Company Ltd. of Sinopec Group) site, to form a 60 km2 chemical industry production belt in the north coast of Hangzhou Bay.     SCIP is 50 kilometers away from Shanghai Downtown. The A4 Expressway links SCIP with Shanghai Downtown, Shanghai-Nanjing Expressway Network and Shanghai-Hangzhou Expressway Network. It takes 45 minutes' drive from Shanghai downtown to the SCIP site. The special railway line of SCIP is connected with the 113 kilometers Pudong Railway. The dredged inner river shipping system links SCIP with the river system of the Huangpu River and the Yangtze River. Besides a special sea jetty in SCIP, it is only 55 kilometers away from Yang Shan Deep Water Port with a capacity of 10 million TEU. SCIP is approximately 50 kilometers away from either Hong Qiao International Airport or Pudong International Airport. The companies in SCIP are provided with exceedingly convenient traffic, logistic and transportation services via the highly developed transportation system in SCIP site.     In 1996, based on the scientific judgment of the industry development circumstances in Shanghai, home and abroad, Shanghai Municipality determined to construct the world-class Shanghai Chemical Industry Park in the south of Shanghai, the north coast of Hangzhou Bay. Owing to the strenuous efforts experienced in the 9th Five-year Plan period (1996-2000), SCIP officially started up on January 6th, 2001.“The Overall Development Scheme of Shanghai Chemical Industry Park Master” and “Shanghai Chemical Industry Park Site Development Environmental Impact Report” were approved successfully by the State Planning Commission and the State Environmental Protection Administration in the first quarter of 2002. In the past five years, SCIP has great impact to the scientific development concept and new industrial path, which also initiated “Five-integrations” concept regarding the construction of the industry park, namely, integration of products, utilities, logistics, environment protection and administration service, in order to build into “a world-class petrochemical production base with international competitive edge and Shanghai recycle economy demonstration base”. In late 2005, the world renowned MNCs and domestic petrochemical companies were attracted to set up investment projects in SCIP, such as BP, BASF, Bayer, Huntsman, Vopak, AIR LIQUIDE, PRAXAIR, Sinopec Group, Shanghai Huayi.    SCIP has met the requirements of the construction and operation of the projects with its complete infrastructure and utilities. The first phase initiated by Shanghai Secco's 900 000 t/a ethylene cracker started commercial operation in succession. The preliminary figure of industry base has configurated. Up till the end of 2005, 61 companies registered in SCIP, among which 23 companies are foreign-funded enterprises; the total capital investment was approaching US$9 billion, among which the investment of foreign funded projects was US$7.4 billion; the total investment of fixed asset reached RMB47.3 billion, with an average input of above RMB9 billion per year. SCIP began to collect benefit in 2005 with the total sale income of RMB17.43 billion and RMB 1.16 billion total taxation.   In the coming 11th Five-year Plan period (2006-2010), SCIP will implement scientific development concept and main strategy of “Revitalizing City through Science and Education” in all round way, included: adhering to the “Five-integration” development conception, advance in new industrial path and promote the international competitive edge of SCIP; follow the way of economic recycling, strengthen the capacity of innovation in science and technology, setting example for the structural reorganization of Shanghai petrochemical industry and the conversion of economic growth mode; adhere to environmental conservation and safety operation, achieve safe and clean development and strive to build “a world-class petrochemical production base” with international competitive edge. On the other hand, Shanghai economic recycling demonstration will help to bloom Shanghai's economy.
