            Bright Prospect of Flame-Retardant
                 Chlorinated Paraffin 70
Most rubber and plastic materials are inflammable  if  they
have not undergone flame retardance  treatment.   Advanced
countries have therefore formulated regulations  on  flame
retardance to many rubber and plastic materials. China has
also formulated regulations on flame  retardance  to  some
rubber and plastic materials used at special sites  ( such
as  mining  sites,   high  rises  and  household  electric
appliances). Chlorinated paraffin 70 is a high-quality and
low-priced additive flame retardant. It has properties  of
great compression strength,   good  flame  retardance  and
satisfactory resistance to ultraviolet ray, radiation  and
oxidation. It can also improve the  flowability  in  resin
shaping and the glossiness of products.
Chlorinated paraffin 70 is often used with synergist  Sb2O3
and  has  good  synergistic  effect  with  phosphorus  and
bromine flame retardants. It can not only  be  extensively
used in flame retardance of rubber products and polyolefin
resins, but also in production of  fire  retarding  paints
and fire retarding coatings, and  also  in  production  of
  extreme- pressure  abrasion-  resistant   additives   for
industrial lube oil. When used in printing inks,   it  can
improve the gloss and abrasion-resistance of inks. Besides
, it can also be used  in  corrosion  resistance  and  moth
repellence of timber and sizing in the paper-making sector
. Great quantities of chlorinated  paraffin  70  are  being
produced in advanced countries. The application sectors in
China mainly include rubber and  plastic  conveyor  belts,
PVC soft products (such as electric  wires  and  cables) ,
polyolefins, fire retarding coatings and  flame- retardant
canopies. More application sectors need to be developed in
China. Chlorinated paraffin 70 has already been listed  in
the development program of the state as a flame- retardant
with development priority.
In chlorinated paraffin  product  series,   the  market  of
chlorinated paraffin 42 and 52 is already saturated,   but
chlorinated paraffin 70 is in short supply. The demand  of
chlorinated paraffin 70 was 10 000 tons in 1996,  but  the
output was only 3 000 tons. The demand was 15 000 tons  in
1997, but the output was only 5 000 tons. The demand is 20
000 tons today, but the total capacity is only 15 000 t/a.
The table below shows the major  chlorinated  paraffin  70
producers and their capacity. Advanced  countries  started
  to  implement  the  "Montreal   Protocol"   from   1995.
  Chlorinated  paraffin   70   units   using   the   carbon
tetrachloride process gradually closed  down.   There  was
therefore a great shortage  of  high  quality  chlorinated
paraffin 70 in the international market in  1996.   In  an
export commodity fair held in China in spring 1997  alone,
  foreign  companies  ordered  nearly  10   000   tons   of
chlorinated paraffin 70 from the country. The total demand
of chlorinated paraffin 70 in the international market  is
estimated at 80 000 - 100 000 tons today. A  great  amount
of the product has been exported from China to West Europe
, North America, Australia, South Africa,   Japan,   Korea,
Ukraine, Russia, Taiwan and Southeast Asia.   The  Chinese
product has strong competitive edges in the  international
market. If only the quality is good,   the  export  market
will have great potentials. With constant  development  of
engineering plastics and chemical building  materials  and
further improvement of flame retardance regulations,   the
demand of chlorinated paraffin 70 in China will  reach  25
000 - 30 000 tons in 2000. When the export amount is added
, the total demand will be at least more than 40  000  tons
in 2000. The development of chlorinated paraffin  70  will
therefore have a bright prospect.
