Henan Development and Reform Commission recently issued Notice on Submitting Energy Consumption Data and Confirming Energy Consumption Quota of Key Energy-using Enterprises in Pilot Areas 2019. The first group of pilot enterprise related to energy consumption quota includes 107 key energy-using firms, of which 30 companies are engaged in chemicals such as Pingdingshan Jingbao Coking Co., Ltd. of China Pingmei Shenma Group and Henan Sunshine Oils & Fats Group Co., Ltd.
Initial quota is to be allocated for free, and average energy consumption of steel and chemical industries during 2016-2018 is to be calculated based on historical consumption, as detailed in Interim Measures on Compensable Use and Transaction Management of Energy Consumption Quota in Henan Province and Notice on Issuing Energy Consumption Quota Allocation Methods of Key Energy-using Enterprises in Henan Province (Trial Implementation). Further, the annual quota is to be allocated in two times, with the advance allocation accounting for 60% of the total.
