Two industry access conditions – regarding tire retreading and comprehensive utilization of waste tires – were integrated into recently released Industry Standards on Comprehensive Utilization of Waste Tires, detailing range of application, deleting requirements on scale of production, encouraging firms to recycle waste tires based on their capacity and investment, etc.

The new document calls for upgrading equipment to ensure product quality, and making stricter pyrolysis energy consumption index. While supplementing requirements on energy consumption of tire retreading and waste tire processing, it adds requirements related to environmental emission standards, pollutant discharge license, production safety, contingency plan, etc. Other changes mainly include establishing enterprise annual reporting mechanisms and detailing responsibilities of related departments.
