On April 10, the National Energy Administration issued Energy Law of the People's Republic of China (Exposure Draft), a necessity to implement the nation’s energy security strategies, propel the energy industry and upgrade energy governance systems.

Main clauses in the document include:

* to help industry players develop/utilize energies and propel clean, low-carbon development

* to propel construction of energy infrastructures, strengthen capabilities to supply energy and improve energy service mechanisms to facilitate people’s lives

* to propel technical innovation, energy standardization, energy system/mechanism reform and energy marketization

* to establish energy reserve systems, strengthen emergency response capabilities, ensure energy security and supervise energy development more stringently
