MOEP Issues New Rules for Imported Solid Wastes

The Ministry of Environmental Protection (MOEP) recently issued Environmental Protection Management Regulations for Solid Wastes that are Imported with Restrictions and Can be Used as Raw Materials (Document 1) and Environmental Protection Management Regulations for Imported Waste Paper (Document 2).
Document 1 applies to solid wastes listed in Management Catalog for Solid Wastes that are Imported with Restrictions and Can be Used as Raw Materials (Catalog 1), specifying conditions of applying for import licenses, the approval process, etc. Further, it requires that provincial environmental protection departments organize enterprises (processing the abovementioned solid wastes) to conduct on-site inspection, at least one time per quarter, to reduce environmental risks.
Document 2 applies to waste paper listed in the Catalog 1. Waste paper importers shall comply with related regulations like Document 1 and Development Policies for Papermaking Industry and Industrial Structure Adjustment Guidance Catalogue. In addition, they have to have at least 50 000 t/a capacity and own qualified pulping and papermaking equipment. They must not appear in the List of Enterprises Required to Close Down Outdated Production Facilities.
