Ethanol Gasoline Promoted in Many Provinces

Fifteen national departments including the National Development and Reform Commission (NDRC) issued the Plan to Expand Production of Biofuel Ethanol and Propel Consumption of Ethanol Gasoline for Motor Vehicles in September 2017.
Tianjin recently released its Plan to Promote Use of Motor Ethanol Gasoline, which calls for starting to sell motor ethanol gasoline (closed type, hereinafter the same) on October 1, 2018. The city sold 2.54 million tons of gasoline in 2016. This means 250 000 tons of ethanol are needed, calculated based on 10% ethanol content.
Tianjin is to promote ethanol gasoline in four stages: December 2017 to March 2018 for preparation, January-August 2018 for construction of motor ethanol gasoline distribution centers and reconstruction of filling stations, September 2018 for transition and after October 1, 2018 for sale.
Meanwhile, Shandong also issued such a plan recently. Eight cities including Jinan, Zaozhuang, Taian, Jining, Linyi, Dezhou, Liaocheng and Heze are required to popularize motor ethanol gasoline in 2017, and inspect market performance before March 30, 2018 to eliminate illegal behavior.
Nine additional cities are to sell motor ethanol gasoline after January 1, 2020 including Qingdao, Zibo, Dongying, Yantai, Weifang, Weihai, Rizhao, Laiwu and Binzhou. Sale of regular gasoline (army needs, national and special reserves excluded) will be banned in filling stations that adopt motor ethanol gasoline. Shandong is forecast to consume around 10.65 million tons of gasoline in 2020, with 6.5 million tons in the mentioned nine cities.
