Guizhou Bijie “New Energy” Chemical Base Gets Approval

Bijie City of Guizhou province held a press conference concerning the approval by China’s National Energy Administration (NEA) of construction of a “new energy” chemical base in Bijie demonstration zone.
Bijie city is vigorously promoting three coal chemical projects, including Qianxi Chemical’s 300 000 t/a coal-to-MEG project at Qianxi county, Sinopec’s 600 000 t/a coal-to-PO project at Zhijin county and Guizhou Yufu Energy’s 2 million t/a coal-to-clean fuel project in Bijie city. The coal-to-MEG project has a total investment of RMB6 billion, and the plant is expected to start up in October 2017. The coal-to-PO project requires a total investment of RMB20 billion and has passed NEA’s environment assessment. Construction will likely begin this year. The coal-to-clean fuel project will cost around RMB45 billion, and its environment impact assessment report has been submitted to NEA.
The major task of the “new energy” chemical base in Bijie city is to build a 100 million t/a coal capacity, a 2 million t/a coal-to-clean fuel capacity, a 600 000 t/a coal-to-olefin capacity, a 300 000 t/a coal-to-MEG capacity and extraction capability for over 1 billion cubic meters (consumption volume) of coalbed methane (CBM) with utilization rate above 80% by 2020.
