Shandong to Manage Hazardous Chemicals Better

Measures on Safety Management of Hazardous Chemicals in Shandong Province became effective August 1, 2017 to prevent and reduce hazardous chemical accidents.
Enterprises committing any of the following acts will be fined RMB10 000-RMB30 000, and if the act constitutes a crime, criminal responsibilities shall be applied in accordance with the law:
* Not install automatic control systems, safety interlocking systems, emergency shutdown systems and video monitoring systems for hazardous chemical technologies and hazardous chemicals listed in the nation’s key supervision catalogue or not install safety instrumented systems for large and medium chemical equipment as required by the government;
* Not take safety measures like automation control, decompression, explosion venting and exhaust gas disposal to purify, dry out, crystallize, recycle and dispose inflammable, explosive, poisonous and harmful chemicals;
* Test new production technologies without authorization;
* Not establish or implement safety management systems for special inspection and maintenance operations regarding hot work, confined space entry, etc.
