Strengthen Regulation on Environmental Emergency Counterplan for Petrochemical Firms

The Ministry of Environmental Protection has published "the guidelines for the environment contingency counterplan for petrochemical companies" to further regulate the sector at a time environmental accidents occurred frequently.
The guidance will be used by environmental authorities at regional levels to guide petrochemical companies in drafting and revising such contingency counterplans. It requires companies to follow the guidance while they are preparing or revising the counterplans and have them put on record at local environmental departments, which will later review the system according to the guidance.
The guidance also requires companies to draw up emergency counterplans according to the guidance while new building, upgrading or expanding petrochemical facilities. Companies are required to submit the emergency counterplans along with their environmental impact assessment reports to the environmental authorities for review.
