New Chemical Substances Environment Management     

In a bid to control the environmental risks caused by new chemical substances and protect human health and ecological environment, the Ministry of Environmental Protection (MEP) revised the 2003 edition of the New Chemical Substances Environment Management Rules. The revised rules - the 2009 edition - will take effect on October 15th, 2010.
   The rules apply to the environment management of related activities by pharmaceuticals, pesticides, veterinary drugs, cosmetics, food, food additives, feed additives, raw materials and intermediate products as well as other new chemical substances.
   The government will regulate the new chemical substances in category, requiring related companies to register the products so that they can be tracked.
   Producers and importers of the new chemical substances must declare the products before producing or importing for the environment management registration certificates. New chemical substances without the registration certificates cannot be produced, imported or processed for uses. They also can not be used for scientific research.
   Companies with annual production volume or import volume of more than 1 ton for new chemical substances should submit the regular declaration report to the chemical product register center under the MEP before production or imports.
   Companies with annual production volume or import volume of less than 0.1 ton for the purpose of scientific research should submit the new chemical substance scientific research record form to the same agency.
   Holders of the regular declaration registration certificate are not allowed to transfer the substances to processors or users that do not have the ability to control risks.
