Final Review on Imported Ethanolamine Case    

China's Ministry of Commerce (MOC) instituted the imported monoethanolamine and diethanolamine (HS code: 29221100 and 29221200) originated from Japan, USA, Malaysia and Taiwan province, effective November 14th, 2009.
    Furthermore the ministry announced to terminate the antidumping measure on monoethanolamine and diethanolamine imported from Iran and Mexico effective November 14th, 2009.
   China had imposed the antidumping tariff on monoethanolamine and diethanolamine from above mentioned countries and region for five years since November 14th, 2004. (CCR2004 No. 33)
   On September 7th, 2009 the domestic leading ethanolamine maker - Jiaxing Jinyan Chemical Co., Ltd., Fushun Beifang Chemical Co., Ltd. and Maoming Shihua Dongsheng Chemical Co., Ltd., submitted a report to MOC on behalf of the domestic ethanolamine sector. They said that ethanolamine family would be dumped into the Chinese market again if terminating the antidumping action on imported monoethanolamine and diethanolamine from Japan, USA, Malaysia and Taiwan province, excluding Iran and Mexico, in such conditions to injury the domestic ethanolamine industry.
   The final review dumping investigation term is set from October 1st, 2008 to September 30th, 2009 while the damaging time is in the period of January 1st, 2005 - September 30th, 2009.
