Green Permission to Manufacture Pesticides    

The Ministry of Industry and Information Technology (MIIT) released a proposed Permit Conditions for Manufacturing Pesticides and expected to implement it all over the country as soon as it is nodded by the public.
   The proposed permission defines the minimum registered capital for three categories of pesticide manufacturers, and the requirements of location, factory layout, pollutants treatment facilities, production installations, quality ensuring system, technicians, technologies and products.
   The proposed permission requires the manufacturers must provide the legal sources for the used technologies that are newly innovated or are involving in new products. The technologies and facilities used and pesticides manufactured must align with the governmental guidance and the requirements of attached Constraining and Prohibition Directories of Products, Technologies and Facilities in the Pesticide Industry.
   The constraining category includes three groups. A. Without approval of MIIT, companies are not allowed to build new unit or expand their capacity to produce the pesticides technical with high toxicity or high persistency, such as omethoate, isocarbophos, isofenphos methyl, phenthoate, terbufos, methidathion, methomyl, carbofuran, zinc phosphide, aldicarb etc. B. Unless having key technological innovations or developing new products, companies are not allowed to increase new capacity of producing the pesticides technical that has already been overcapacity, such as organophosphorus family insecticides, organochlorine series insecticides, amide series herbicides, aluminum phosphide, avermectins, imidacloprid, chlorothalonil, glyphosate, paraquat, carbendazim etc. C. Companies are not allowed to increase new capacity to produce fipronil, dicofol, pentachlorophenol, PCP, methyl bromide, bromadiolone, brodifacoum and lindane.
   The pesticides that are prohibited to produce include 20 kinds, like methamidophos, DDT, HCB, chlordane, mirex, parathion, methyl parathion, monocrotophos, dibromochloropropane etc.
   The proposed Permission to Manufacture Pesticides aims to set up a clean production situation in the pesticide industry.
   MIIT announced on November 10th it has received sufficient comments and suggestions for the permission. The official edition will be issued soon.
